Certification of Fitness


The Certificate of Completion and Compliance (CCC) has been introduced since April 2007, and came into force effective by April 12, 2007. The CCC replaces the Certificate of Fitness Occupation (CFO) previously issued by the local authority (Pihak Berkuasa Tempatan, PBT). The CCC is issued by the project’s Principal Submitting Person (PSP) who is a professional Architect, Professional Engineer or Registered Building Draughtsman.

The Firefighting form will be Form G8 (Passive) & G9 (Active). After approval, the JBPM will send the G8 or G9 certificate to Architect, Consultant, Local Council and Owner. This certificate is to ensure the related parties to keep record on the premises.

Then, why are we waiting for the CF instead of CCC? The reason is that CCC can only be issued for projects that have obtained their Building Plan Approvals after April 12, 2008. This is because under the new CCC system, a responsibility process matrix is introduced. Each construction process needs to be verified by professionals and contractors or trade contractors.


Fire Certificate


The owners, occupiers or persons having the overall management of the premises are required to apply for a Fire Certificate under the Fire Services Act, 1988 which certifies that the premises “complies with the life safety, fire prevention, fire protection and firefighting requirements under the enactment. Such Fire Certificate has to be renewed annually.

Two key responsibilities of the owners, occupiers and managers regulated by the Fire Certificate are:-

  • To ensure that all fire safety facilities are well maintained in the respect of their overall functionality.
  • To notify the Bomba in respect of any material changes in the premises.


Surat Sokongan Perlesenan


The owners whom going to start an own business of the premises are required to apply for a Surat Sokongan Perlesenan under the Fire Services Act, 1988 which certifies that the premises “complies with the life safety, fire prevention, fire protection and firefighting requirements under the enactment. The Bomba Personnel will inform a visit “date and time” and personally visit the premise to ensure the premise complies with fire safety required. After site inspection, the Bomba Personnel will issue Surat Sokongan Perlesenan (if approve).

To Do List

Architectural Drawings

  • Name and address of project.
  • Name, address and occupation of the author of the construction documents.
  • Scaled and dimensioned floor plans with all room names labeled; doors and windows shown; and special features clearly noted.
  • Exterior elevations, showing all openings.
  • All door and window sizes noted either on elevations, plans or door and window schedules referenced to plans. Indicate sleeping room and basement egress.
  • Complete sections and details for foundations, floors, walls and roofs, with components of assemblies completely noted, properly cross-referenced, with floor-to-floor heights dimensioned.
  • Indicate compliance with braced wall requirements, indicating the specific methods used and details of the method(s) in the construction documents. (See below for additional information)
  • Indicate compliance with Energy Code. Show insulation values plus mechanical drawings as required below.
  • Indicate stair dimensions, tread and riser dimensions, handrail and guardrail information.
  • For additions and renovations, make clear the distinction between existing construction, alterations to existing, and new work.
  • For two-family residences, duplexes and townhouses, indicate rated walls, provide a copy of the testing agency design detail(s) on the drawings, and show compliance with other required dwelling unit separation provisions.


Wall-bracing plan review & inspection requirements

The IRC wall-bracing method must be noted on the submitted plans, with areas of braced walls shown on elevations and interior braced wall length shown on floor plans. The areas of braced wall must be clearly and obviously shown and noted, by darker shading or some other standard black and white graphic method. Connections, details and nailing schedule must be shown on plans. Details showing continuous load path and uplift resistance must be shown (i.e. wall sheathing lapped over rim joists or metal strap connections of walls to floor system, etc).

Construction drawings must include design details of portal frame, standard manufactured shear panels or other pre-engineered approved methods, if used.

Structural calculations bearing the dated signature and seal of a design professional registered in the Commonwealth of Virginia are acceptable as an alternative to prescriptive design.

Before installing building wrap or windows, approved braced wall panel and nailing inspections are required.


Structural Information

  • Note uniform design loads and any special loading.
  • Scaled and dimensioned foundation plans. Show ventilation and access openings as required.
  • Scaled and dimensioned floor and roof framing plans. Indicate all beam sizes, headers, ledgers, posts and columns. Note species and grade of lumber, or manufactured structural members performance grade.
  • Sections and details properly referenced to plans.
  • Reinforcing steel, if used, for slabs, retaining walls, grade beams, foundations and foundation walls.
  • For additions and renovations, detail the existing structure and footings that provide bearing for new work.
  • Structural calculations, signed and sealed by a structural design professional, licensed in the Commonwealth of Virginia, for those structural elements that exceed the tabular values set forth in the code, and for retaining walls with a difference in grade of greater than two feet.
  • General notes and construction notes.


Mechanical Plans

  • New dwellings require heating/cooling load calculations, complete mechanical layout and the equipment list (type and size), prepared by a licensed HVAC contractor, or architect or mechanical engineer with sealed drawings.
  • For alterations or additions to existing dwellings, the same requirements apply.
  • When adding or replacing exterior units, a scaled, certified plat is required. It must clearly indicate the location of the new or replacement unit(s).


Plumbing

  • New houses will show the water service location and pipe size on the site/grading plan.
  • Renovations and additions to existing dwellings may continue to use the existing water service.
  • Plumbing riser diagrams are not required, except for unusual features such as solar water heating systems.
  • All projects will show plumbing fixture layouts as part of the architectural plans.


Electrical

  • Compliance with the IRC for electrical is by field inspection only.
  • Tenaga Nasional Berhad will need to review any boxes, devices, switches, towers, conduit, etc. that will be installed within the right-of-way. Plans shall show the riser diagram and a profile of purposed equipment.

Fire Extinguisher License Renewal

Portable fire extinguisher installed at business centers, office, factories, apartment/condominiums, hotels, shopping malls and any premises/commercial, vehicles (bus & taxi) meant for commercial purposed required a valid Bomba Certificate or (H/13 Resit). The validity of Bomba Certificate (H/13 Resit) is based on yearly basis and required to renew as according to JBPM law. The purpose of renewal by JBPM is to ensure the Fire Extinguisher is on functioning basis and avoid clients to be cheated by irresponsible contractor.


Fire Extinguisher Service Refilling

Service

Portable fire extinguisher is advisable to send for service annually to ensure the fire extinguisher in good condition and the contain type is ready to be use during emergency. Hence, to check any leakage on cylinder and meter gauge is working according to recommended pressure. The inner parts will be tested to ensure in working condition.


Refilling

Refilling is only applicable when the fire extinguisher already has been used. We will help you to refill the gas and contains type (Powder, Co2, Water, and Foam) depending on the cylinder origin. After completed, the cylinder will be tested to check any leakage and enough pressure.


Fire Fighting System Maintenance Checking

Our professionals will conduct the checking and compile the reports on every firefighting system from your premises. Usually our professionals will take at least half day in fully checking your premises and depending on the business nature. We give clients a peace of mind and assure clients get updated on the firefighting system status. Charges will be referring on the type and amount of firefighting system.



DOMESTIC WATER METER CONNECTION (DWMC)

The DWMC with Bulk Meter is designed for daily use and is build according to the SYABAS approved plan. Once the meter is installed, you are ready to use the water.



HYDRANT WATER METER CONNECTION (HWMC)

The HWMC with Bulk Meter will be built according to the approval plan by SYABAS.

HWMC is specifically only for firefighting use such as hydrant in the premises and act as support for BOMBA during the emergency occurs in your premises. Although there any no usage of water, the owner still need to bear the charges fee from SYABAS monthly.



The SSP will be issue after the Bulk Meter was installed on the meter stand. This have to be done by approved and qualified competent person during the submission and application for approval. Our scope is to help you to apply, submit and arrange SYABAS to inspect the site and SSP will only issue upon the compliance and approval by SYABAS.
